Hunter Franklin



Music Caption Head



Hunter Franklin is an active Music Educator based in Sacramento, California. Hunter's experience includes performing with Vanguard Cadets and Santa Clara Vanguard before aging out with The Cavaliers Drum and Bugle Corps in 2022. While at the Cavaliers he had the privilege to study Brass pedagogy under Kevin LeBoeuf, Dylan Toombs, and Freddy Martin. Outside of Drum Corps, He was a founding member of Sacramento State’s Hornet Horns Brass Quintet. He currently is the Brass Caption Head at Oak Ridge High School (CA) and actively consults with bands throughout the Western US.



Chloe Caputo



Visual Caption Head



Chloe Caputo discovered her love for the marching arts in 2013 as a clarinet player in her high school band. Seeking new challenges while marching in high school and college, Chloe taught herself mellophone and marched with Cadets2 from 2015-2017 and The Cadets in 2018. Having held several leadership positions and earned many awards recognizing her distinguished service and visual excellence, she transitioned to teaching young performers in numerous programs through confidence-building, high expectations, and a commitment to growth. While completing her BA in Neuroscience, she taught both music and visual at Downingtown High School, graduating in 2021. Since 2022, she has consulted and taught visual at Tottenville High School, revitalizing their visual program and contributing to their highest placements in history. A New York native now living in the Bay Area, Chloe works with startups and is passionate about her roles as a Visual Instructor at Foothill High School, Amador Valley High School, Tri-City Percussion, and Visual Caption Head for Tri-City Winds!



Dylan Toombs



Arranger & Clinician



Dylan Toombs is an arranger, consultant, and clinician whose work spans marching bands, wind ensembles, brass bands, and chamber groups across the country. He currently serves as Assistant Brass Caption Head with the Bluecoats Drum and Bugle Corps, fol- lowing previous roles with The Cavaliers and Carolina Crown. His teaching and design have contributed to six Jim Ott High Brass Awards and two Drum Corps International World Championships. In Texas, Dylan is a clinician and music designer for the Marcus High School Band, where he helps shape the ensemble’s artistic and educational direction. He is also the Mu- sic Designer and Caption Manager for Legacy Winds and a consultant for Spirit of At- lanta, Pacific Crest, and the Spartans drum and bugle corps. As a composer and arranger, Dylan’s music is recognized for its clarity, emotional depth, and design effectiveness, and is performed nationwide. He holds a degree in Euphonium Performance from the University of North Texas, where he studied with Dr. Brian Bow- man and served as drum major for the Green Brigade Marching Band, an experience that sparked his passion for mentoring young leaders. Beyond writing and teaching, Dylan performs as principal euphonium with the Dallas Brass Band and appears with the Dallas Winds. He also co-founded Collective Marching Designs, a creative team dedicated to producing fresh, accessible productions for ensem- bles nationwide. Outside of music, Dylan enjoys life at his home in Cape Cod, Massachusetts, and is in- spired by traveling with his wife and daughter as they experience new cultures together.



Carson Kimber



Music Technician



From Fresno, California, Carson holds a deep enthusiasm and an extensive background with the marching arts. As a performer he was a Drum Major for the Sacramento Mandarins in 2021, and the Concord Blue Devils for the 2023 and 2024 seasons. Carson completed his undergraduate Music Education degree at California State University Fresno, studying with Dr. Gary P. Gilroy. He is currently pursuing a Master's Degree with Dr. David Vickerman at San Jose State and also assists with the Spartan Marching Band. Carson is looking forward to the upcoming season with the Tri City Winds.




Alexander Moreno-Crestejo



Music Technician



Alexander Moreno-Crestejo is an active musician and educator, with experience performing on low brass instruments, particularly tuba and euphonium. Currently attending San José State University as a fourth-year Music Education major, he has a passion for performance, leadership, and teaching. Alexander attended Ayala High School (2017–2021), where he served as tuba section leader. He then went on to perform with the Pacific Crest Drum and Bugle Corps (2021–2025), where he marched tuba and served as Horn Sergeant for the 2024 and 2025 seasons. In addition to his marching experiences, Alexander is currently teaching visual and music instruction in the Bay Area, such as Homestead High School, Prospect High School, and Leigh High School, sharing his knowledge and passion with the next generation of performers. Alexander brings his experience, dedication, and passion for music education to Tri City Winds, striving to create an inspiring place for music-making​.




Michael Mencerini



Music Technician



Michael is an active performer and teacher of trombone and euphonium from Sacramento, California. He has loved the marching arts ever since joining marching band in high school, and continued on to eventually perform with the Santa Clara Vanguard, and the Concord Blue Devils. Michael is also an undergraduate music education major at Sacramento State University. As an educator he teaches privately, as well being on the music staff at Oakridge High School in El Dorado Hills, CA.



Garrett Sullivan



Ensemble Consultant



Garrett Sullivan is a tuba and bass player based in Ft. Lauderdale, Florida. He performs with the National Tour of Chicago the Musical and has also performed with the Blast! Japan tour. While not touring he is an active marching arts educator. He was the music caption head of Stryke Wynds for the 2024 season and is an instructor at The Spirit of Atlanta Drum and Bugle Corps.




Kevin LeBoeuf



Clinician



Kevin LeBoeuf is a marching arts producer specializing in arranging, consulting and speaking to band programs around the world. He has been the Brass Caption Head at Bluecoats Drum & Bugle Corps since 2023, where he lead the corps to secure a historic first Jim Ott Brass Caption Award in 2024. From 2018-2022, Kevin served as Brass Caption Manager for The Cavaliers Drum and Bugle Corps and on the Carolina Crown brass staff. He also serves as the Brass Caption Head for the Aimachi marching band in Nagoya, Japan and presents clinics throughout the US, Japan, and Thailand. Kevin holds an undergraduate degree in Music Education from Rutgers University and a graduate degree in wind-band conducting from the University of California, Los Angeles. He lives in Northern New Jersey with his wife and dog.



Davis Gibbons



Drill Designer



Davis is a drill designer and choreographer based in Northern California, where he lives with his wife and son. He is currently the visual caption head at Oak Ridge High School, where he brings a decade of teaching experience to the table to help students develop their visual performance skills. With eight years of performance experience in DCI, WGI, and college marching ensembles, Davis brings an extensive understanding of the marching arts to his teaching, choreography, and design work. Outside of work, Davis enjoys spending time with his family, traveling, and photography.



Rosalyn Phan



Visual Technician



Based in the Bay Area, Rosalyn Phan began her performing arts journey with the Santa Clara Vanguard Cadets in 2020, before joining Golden Empire in 2022 & 2023, and finishing her years with the Academy in 2024 & 2025. She also performed with the Mandarins Immortal Winds in 2023 & 2024 before completing her indoor journey with Thesis in 2025 in the visual ensemble. After completing her BA in Music and Criminal Justice at Sacramento State University, she continued her passion for the marching arts as a music educator at Antioch High School and a Visual instructor for Foothill High School in Pleasanton, CA. Rosalyn is excited to bring her experience and love for the marching arts to Tri-City Winds- while creating a fun and energetic environment for her students.​



Jose Rivera



Visual Technician



Jose Rivera is a Tuba player from Northern California, currently studying to be a music Educator. Along his musical journey, Jose has had the privilege of being taught by some of the best instructors the activity has to offer. Jose's experience includes 2 seasons with the Blue Devils B (2023, 2024) and most recently, with the Sacramento Mandarins (2025). Jose is currently a visual instructor in Pleasanton, California, actively striving to become the best educator he can possibly be, while also pushing the program to grow.



Aya Kitajima



Visual Technician



Aya is a visual technician, designer, and choreographer from the Bay Area, CA. She has been teaching in the area for 7 years with various groups including Lynbrook High School, Live Oak High School, Mountain View High School, and Sparta Winds.



Gustavo Cano



Visual Technician



Gustavo Cano is a musician and composer based out of Northern California. He has over 11 years of experience in the marching arts between high school, college, and Drum Corps, including 2 years at the Mandarins Drum and Bugle Corps. Gustavo currently teaches at Oak Ridge High School as a brass technician and is studying Music Education at Sacramento State. Outside of school and teaching he enjoys exploring the outdoors and writing music.



About Us





Tri-City Winds is a new indoor marching winds program featuring all instruments, including percussion. Similar to our winter guard and winter percussion programs, this program brings a competitive show towards the wind section
